Finance Minister of Ukraine observes donor fatigue during recovery efforts

Ukrainian Finance Minister Serhiy Marchenko expressed concerns about donor nations growing tired of providing aid to Ukraine. Marchenko, attending the International Monetary Fund and World Bank meetings, noted that it now takes twice the effort to convince partners to support Ukraine compared to previous years. Despite the country’s expected 5% economic growth in 2024, Ukraine faces a budget gap of $43 billion due to its ongoing conflict with Russia. The European Union plans to disburse $52.6 billion to Ukraine from 2024 to 2027, with Ukraine lobbying for $18 million to be released next year.

Marchenko attributed donor fatigue to both geopolitical shifts and internal political contexts in various countries. He also mentioned the possibility of seeking support from private creditors. Since Russia invaded Ukraine in February 2022, around 9,614 civilians have been killed, with an additional 17,535 injured. Further commitments are expected from Japan and the United Kingdom. In summary, the Finance Minister of Ukraine expressed concerns about donor fatigue in providing aid to Ukraine. Despite expected economic growth, Ukraine still faces a significant budget gap due to its ongoing conflict with Russia. The country is lobbying for financial support from the European Union, as well as seeking discussions with private creditors. The minister attributed the tiredness among donors to geopolitical shifts and internal political contexts in different countries. The ongoing conflict has resulted in significant civilian casualties, further exacerbating the need for support.
